UNESCO, Paris, France 2004-2005

Consultant, Programme for the Reconstruction of Education Systems in Conflict and Post-Conflict Situations: Elaborated and designed programme strategies and planning for 8 countries in conflict and post-conflict situations. Countries include Afghanistan, Angola, Colombia, Guatemala, and Liberia, among others. Coordinated and provided backstopping of programme activities implemented at HQ and field offices. Elaborated bid proposals to be submitted to international donor funds such as the Japanese UN Human Security Fund, IFIT, and U.S. Department of Labor, among others. Provided maintenance and coordination between different project partners, field offices and institutes as well as other international partner agencies. Monitored newly created education project offices in Sierra Leone and Liberia.

Consultant, Programme on Social and Economic Development: Responsible for the preparation of executive summaries and reports to the Director, revised documents on Education Finance, Social and Economic Development issued by the European Union. Also drafted papers on Economics of Education, and on the identification of issues of social policies discussed in the European Commission, of relevance to countries outside the European Union. Assisted the Director of Education Policies and Strategies Unit, in the Analysis of Economic Developmental documents issued by Member States. Prepared critical analysis of documents issued by OECD and the EU on Science and Technology.

NATIONAL EXECUTIVE BOARD FOR HIGHER EDUCATION, Bogotá, Colombia 1998 – 2000.

Executive Member: One of the 10 members in charge of the planning of higher education policies of Colombia. Together with the Ministry of Education, the Director of National Planning and other high-profile people in the educational system, the Council approved the creation of new universities, doctoral and master’s programs in public and private institutions nationwide, and decided on some investments and budget-related issues.

EXECUTIVE BOARD (BOARD OF REGENTS), NATIONAL UNIVERSITY OF COLOMBIA, Bogotá, Colombia. 1996-1998.

Executive Member, Student Representative: Served as one of the 8 members of the highest body of governance of the largest public university of Colombia. The Executive Board’s responsibility included the appointment of the President of the University, deans, and tenured faculty, overseeing the university’s annual budget allocation, as well as the creation of new programs and the opening of campuses throughout the country.
